HACCP vs. Food Safety Program: What’s the Difference?

Food businesses are often told they need HACCP, a Food Safety Program, or sometimes both. While the terms are often used interchangeably, they are not the same—and understanding the difference is essential for compliance and effective risk management.

A Food Safety Program is the overarching, documented system that outlines how a business identifies, controls, and monitors food safety hazards. In Australia, Food Safety Programs are required for higher-risk food businesses under state food regulations. They typically include prerequisite programs such as cleaning and sanitation, pest control, supplier approval, allergen management, staff training, and record keeping.

HACCP (Hazard Analysis and Critical Control Points) is a methodology used within a Food Safety Program. It is a structured, preventative approach that focuses on identifying specific food safety hazards—biological, chemical, and physical—and controlling them at critical points in the process. HACCP involves seven principles, including hazard analysis, identifying critical control points (CCPs), setting critical limits, monitoring, corrective actions, verification, and documentation.

  • The Food Safety Program is the whole vehicle.

Not every business is legally required to have a fully certified HACCP system, but all food businesses must demonstrate effective food safety controls. Many customers, auditors, and certification schemes (such as SQF or BRCGS) require HACCP-based systems as part of broader food safety compliance.
